A comprehensive plan is the City’s roadmap for how the City grows. It includes guiding principles, goals, and priorities that elected officials and staff use to make decisions. This plan will help guide how the City grows and evolves over the next 20 years.

Mound’s 2050 Comprehensive Plan will include the following topics:

• Updated land use plan
• Natural resources and sustainability strategies
• Economic development information
• Parks, trails, and open space planning
• Transportation and infrastructure planning
• Implementation actions

What matters to you matters to us. The plan should reflect the ideas and needs of the Mound community. The goals and priorities in the plan are shaped by input during the planning process. By sharing your thoughts, concerns, and ideas with us, you are directly helping to shape the future of Mound and how decisions are made.

Updating the Comprehensive Plan will take place over two years, with final adoption of the plan scheduled for late 2028. The planning process is broken into four phases, with multiple opportunities for community input throughout the process.

Phase 1: Take the pulse

• Gather community input on overarching goals, issues, and opportunities
• Prepare maps and demographic information to understand existing context

Phase 2: Shape the plan

• Explore key directions based on community input and existing conditions analysis
• Meet with City Council, Planning Commission, and staff to review initial findings
• Conduct additional engagement to get feedback on key directions

Phase 3: Prepare the plan

• Draft the chapters of the 2050 Comprehensive Plan
• Present the draft plan to the Planning Commission and City Council
• Share draft plan with community for public review and comments

Phase 4: Seek approvals

• Prepare the final draft of the Comprehensive Plan
• Conduct a public hearing at the Planning Commission and revise based on feedback
• Present final plan to City Council for approval
